Man who allegedly took upskirt videos of juveniles at Walmart was former employee

CAÑON CITY, Colo. (KRDO) -- A Cañon City man is accused of taking hundreds of videos of juveniles and adults at various public spaces across Southern Colorado; 14 of which allegedly involved him trying to take videos up the skirts of unsuspecting victims.

Those 14 upskirt videos, police say, were taken at the Cañon City Walmart as well as the Pueblo Goodwill off Dillon Drive. Some of those alleged upskirt videos involved juveniles, police say.

Arrest records say Jordan Reynolds, age 23, was a former Walmart employee. KRDO13 is working to learn if Reynolds was an active employee at the Walmart at the time he allegedly took some of these videos.

"These are disturbing allegations, and we are cooperating with police as they investigate," a Walmart spokesperson told KRDO13.

At the time of the investigation, arrest records say he was working at the Colorado State Penitentiary. KRDO13 asked CCPD if they believe Reynolds was taking inappropriate images of inmates, and they could not confirm or deny due to the ongoing investigation.

"The Colorado Department of Corrections (CDOC) can confirm the arrest of Jordan Lee Reynolds. Jordan Lee Reynolds has been employed by CDOC since August 1, 2023, and was an officer at Colorado State Penitentiary (CSP). While the Canon City Police Department proceeds with its criminal investigations, Mr. Reynolds has been placed on leave.

The Colorado Department of Corrections is fully cooperating with our law enforcement partners during this ongoing investigation. We are committed to being as transparent as possible, though our ability to provide specific details is limited as the investigation is active."

KRDO13 asked if the leave was paid or unpaid, and CDOC confirmed Reynolds is on paid leave.

The investigation began on Sept. 2 after a woman reported him, claiming that he tried to take a photo up her dress. Police confronted Reynolds, and he reportedly admitted to trying to film up her dress, arrest records show. The incident prompted police to search his devices.

Police say searches of his devices allegedly revealed more than 1,000 photos and 235 videos of presumed child sex abuse material. He was subsequently arrested on Wednesday.

In total, arrest records detail these charges:

  • Sexual Exploitation of a Child (1,088 photos)
  • Sexual Exploitation of a Child (235 videos)
  • Sexual Assault (having nonconsensual intercourse with an unnamed individual while they were unconscious)
  • Incest (nonconsensual intercourse with someone related to them while they were unconscious)
  • Criminal Invasion of Privacy (23 videos)
  • 14 counts of Criminal Attempt (trying to take upskirt videos in public)

At the Cañon City Walmart, police accuse Reynolds of taking 27 videos of juveniles and 154 videos of both adults and juveniles.

At the Cañon City Safeway, police accuse Reynolds of taking 6 videos of juveniles. In public spaces in Pueblo, CCPD accuses Reynolds of taking 154 videos of adults and juveniles. Police say these recordings were done in stores and in the parking lots. Reynolds admitted to officers that he would covertly record the videos in public settings and then sometimes masturbate to them.

CCPD thanks the courageous woman who came forward after she believed Reynolds had been following her around Walmart, and took a photo up her dress. She told police he hadn't picked up any items and was making her uncomfortable as he followed her around the store. The woman told police she noticed the man lean toward her with an outstretched arm holding a phone, prompting her to confront him. After that police say she got help from a store employee who told her to contact law enforcement.

CCPD says that in this case, a young lady was diligent and aware of her surroundings. They say it shows how important it is to trust your gut when something feels wrong. Police say her ability to notice something was wrong and to have the courage to step forward and say something was incredibly important.
