Jury walkthrough of crime scene outside El Paso County Judicial Building shuts down part of Tejon Steet

COLORADO SPRINGS, Colo. (KRDO) -- Part of Tejon Street is blocked off in downtown Colorado Springs for "traffic control" in front of the El Paso County Judicial Building, according to law enforcement.

A KRDO13 crew was on the scene and noted snipers on the roof as well as a heavy police presence.

According to officials, the police presence is for traffic control for a courthouse event. They were clearing the scene as of 3:45 p.m.

An El Paso County court executive confirmed to KRDO13 that a jury was touring the scene of a deadly shooting that happened outside the courthouse in 2023. Law enforcement was called in to keep the activity private.

Shaquille Laneil Brown is accused of killing 28-year-old William Winters and injuring a child on November 16, 2023.

Court documents show that Brown is facing charges of murder in the first degree, possession of a weapon by a previous offender, and child abuse.

According to court records, the jury trial for Brown will pick up again Tuesday, Nov. 3.

The street closure led to confusion from people passing by who saw the heavy police presence and from local businesses who had parking meters blocked off in front of their building.

"As groups came in today, everybody was asking, and nobody knew. It was a mystery," said Zak Kroger, director of UCCS Downtown on Tejon Street.

The City of Colorado Springs confirmed the street parking closures were for the courthouse event. The meters are reopened as of 5 p.m.
