Co. Springs massage parlor owner bonds out of jail as illicit spa remains open

COLORADO SPRINGS, Colo. (KRDO) -- The owner of Rose Spa and Energy Day Spa, Xinan Xia, is out of jail on a $10,000 bond after being accused of sex crimes in the spa, and shortly after his release, he was spotted at one of the spas Thursday.

Xia is accused of keeping a house of prostitution, pimping, and money laundering at his spas. Colorado Springs Police said they did not arrest any of the women working inside because they are presumed to be victims of human trafficking. Police records say investigators conducted a bust at Rose Spa after an undercover officer caught a masseuse offering sex acts for money.

Energy Day Spa, which has a history of sexually explicit reviews posted online over the years, remained open Thursday despite the serious charges against Xia.

KRDO NewsChannel 13 caught up with Xia when he delivered food to a woman working at Energy Day Spa Thursday morning. He didn't answer our questions and only told us he does not speak English.

When our team stopped by Rose Spa around 2 p.m. on Thursday, it was open, and they were taking appointments by phone. Xia shut the open sign off when we went inside and asked us to leave. Right after that encounter, we watched a different man leave the front door and drive off.

According to court records, one woman told police she had been paid a little more than $1,000 while working for Xia.

Two of the women from Rose Spa and one from Day Energy Spa had apparently lived in an apartment with Xia. One woman told police Xia deducted $10 a day from her salary for food and rent.

“I don’t know. Sometimes no break. No time off. But I feel very tired. I want time off," one of the women told a detective when asked if she had days off.

There is a public nuisance order in the city code that allows the city to shut down a business after two prostitution or pimping instances. Rose Spa was busted for prostitution back in 2015, according to court records.

We asked Mayor John Suther's office and Colorado Springs City Council President Richard Skorman why both of Xia's illicit massage parlor remain open.

"The mayor does not discuss pending police investigations or pending criminal cases," a spokesperson for the mayor said in an email.

The mayor's office told us late Thursday evening that the city can't shut down or seize a business by using the public nuisance ordinance because it's a long complex process that requires due process of the accused and that everyone is innocent until proven guilty.

Business owners in Cottonwood Square say they are appalled that Rose Spa was able to open back up.

“Letting them stay open, that makes no sense," James Morgan said. “They should shut them down.” 

One of the business owners said he reported the activity going on at Rose Spa to the police.

“They’ve been busted two, three times. So I’ve worked with the police quite a bit. I’ve kept in contact with them. But it seems like no matter what we do. It’s almost like the next day; they just have free reign to open again. And these poor girls," Mark Bryant said.

Bryant owns a pretzel shop a few doors down. He's frustrated and feels like city officials should take more action to shut down the illicit spas.

“If our city council and our politicians and everyone else won’t come together. Someone needs to stand up, and that’s why I am standing out here tonight," Bryant said.
