Arrest made after shelter-in-place incident stems from domestic incident

COLORADO SPRINGS, Colo. (KRDO) -- The Colorado Springs Police Department (CSPD) has lifted a shelter-in-place order for Brady Boulevard to Constitution Avenue between Downing Drive and Cadillac Avenue.

According to the CSPD, Richard Coulier was arrested after officers were sent to the 1900 block of Alpine Drive for a domestic disturbance. Officers say there was a verbal argument between Coulier and the victim where he grabbed a handgun and fired a round inside the house.

Officials say officers arrived on the scene quickly and Coulier surrendered and was taken into custody.

The order was issued shortly before 8:30 p.m. and lifted at 8:43 p.m.

CSPD says this was an isolated incident and no threat remained to the community.
