Colorado lawmakers pass bill to outlaw certain gaming arcades

Colorado lawmakers have passed a bill to outlaw certain mom-and-pop gaming arcades.

The bill seeks to close a legal loophole that allowed the arcades to crop up outside the three cities authorized by voters to conduct legal gambling: Central City, Black Hawk, and Cripple Creek.

House lawmakers voted 43-22 on Monday to send the bill to Gov. John Hickenlooper. The Senate had already passed the bill.

Arcade owners argued their establishments featured games of skill – not chance – for cash payouts and thus were not gambling.
