Opponents, supporters ramping up campaigns for and against Amendment 69

Opponents of Amendment 69 discussed drawbacks of the ballot measure at a town hall on Tuesday while advocates tried to rally support outside.

Amendment 69 would replace the Affordable Care Act with ColoradoCare, an initiative that would provide health care to all Coloradans regardless of financial circumstances.

It would drive up payroll and income taxes by an additional 10 percent to cover the costs. Supporters say it would bring down healthcare costs and limit outrageous medical bills.

Opponents say it would create a “death spiral,” draining the state’s funds while providing inadequate coverage to everyone.

If voters pass Amendment 69, the governor and legislative leaders would elect an interim board of trustees that will figure out how it would function.

People opposing ColoradoCare gathered at the Antlers Hotel to discuss the measure.

“I think it’s a horrible thing for the state. I think there is a lot of unforeseen consequences,” said Louis Gallucci.

Leanna Shaffer is worried the board of trustees would veto people’s health care if it costs too much.

“That’s terrifying. I have two daughters that have severe health conditions. And the thought that someone who has no health experience or no remorse or tie to a human being that they are deciding life and death about is very scary,” said Shaffer.

Outside the hotel, a group in favor of Amendment 69 held signs and passed out pamphlets to educate people.

“The current system is unsustainable. We all know that. Even the opposition knows that. But they don’t put up any alternatives that are very good. This is a good one,” said Tom Fraudree.

Supporter Sally Briggs said people should not suffer under the burden of overwhelming medical bills. She said everyone should have access to adequate health care.

“I spend 25 percent of my self-employed income on health insurance and I still don’t have a lot of coverage and I have a lot of out-of-pocket expenses,” said Briggs.

The issue will ultimately be up to voters to decide on November 8.
