Officers involved in Halloween shooting return to duty

The Colorado Springs Police Department says four officers who were involved in a deadly shooting on Halloween are back on the job.

The officers were placed on routine administrative leave following the shooting, but have since returned to work.

The officers were identified as:

Patrol Training Officer R. Scott Hallas (hired in 2001)
Officer Charles (Chip) Surratt (hired in 2015)
Patrol Training Officer Edward Crofoot (hired in 2008)
Officer Matthew Anderson (hired in 2015)

Investigators say Noah Jacob Harpham, 33, had already shot and killed three people when he came face-to-face with the officers near the intersection of Wahsatch Avenue and Platte Avenue.

There was a shootout and Harpham was killed.

Harpham’s victims were identified as Andrew Myers, 35, Jennifer Vasquez, 42 and Christina Rose Baccus-Gallela, 34.

The El Paso County Sheriff’s Office investigated the officer involved shooting and is in the process of compiling its final report.

The district attorney’s office will review the report and determine if the shooting was justified.
