Fugitive made contact with police an hour before shooting

el paso county sheriff’s deputies are back on duty after shooting a wanted fugitive at a colorado springs hobby lobby. but we’ve learned springs police contacted that man an hour earlier. police say the department of corrections was looking for 48- year-old brian lowe, after he left a halfway house. sergeant shane mitchell and deputy keith duda were out searching for the fugitive. and it turns out, springs police stopped him… right here at krdo newschannel 13… an hour before the shooting. krdo newschannel 13’s greg miller joins us now from our lobby. greg, police confronted the man here… but didn’t know other law enforcement was after him? lowe came into the station, and refused to leave. springs police showed up and eventually got him to leave…even though they had him at taserpoint. but they never confirmed he was wanted… and never confirmed he was the one involved in the hobby lobby shooting.. until today. 20:43 I’ve got one at taser point he’s refusing to leave. 23:18 suspect is walking toward the Hobby Lobby. He’s clear here that was lowe’s first encounter with law enforcemen t friday… after walking in the studios at 8th and cimarron. when krdo general manager time larson got an email from the receptionis t… so he came out and asked lowe to leave. i asked him what he wanted and he said, i want to talk to the Department of Corrections and i said, well there’s nobody here from the department of corrections. but lowe wouldn’t have it, so larson called police. 1:36 He didn’t seem to be violent, he seemed to be resigned. lowe only got angrier …when police arrived and escorted him out of theuilding. but they never asked for identity. There are portions of the investigation that are still ongoing. cspd admits they don’t know why a check was never run… that it’s now part of the follow up with the officer who responded. Standup: Background checks are typical when you get pulled over for a traffic violation. But not always if someone refuses to leave a building… because there’s no reasonable suspicion that they’re wanted for something else. If there was no probable cause to make an arrest, then they moved him along. sheriff bill elder’s deputies are back at work after friday’s shooting. but the d-a’s office is still reviewing the case.
