El Paso County says voters will decide on stormwater plan

Voters will have the final say on the proposed Regional Drainage Authority after El Paso County Commissioners gave the green light for the process to move forward Tuesday (9/2/14).

The commissioners unanimously approved the proposed intergovernmental agreement (IGA) and ballot language. Elected officials representing Fountain, Manitou Springs, Green Mountain Falls and Colorado Springs previously approved the IGA plan.

If voters give final approval to the plan in November, the typical property owner will pay $7.70 per month. El Paso County says that money will be used to address an estimated $800 million backlog of needed stormwater management and flood control projects in the region.

El Paso County says that the ballot question will include a guarantee that the fees cannot be increased and that the 55% of the PPRDA revenue which is designated for building new infrastructure cannot extend beyond 20 years without approval from voters.
