Probation officer arrested on rape charges

A former probation officer named Julian Cortez, 42, has been arrested for forcing one of his parolees to have sex with him, according to investigators.

According to the arrest affidavit, the victim told El Paso County Sheriff’s deputies about the attack that happened in 2008. The victim said she didn’t report the attack until this year because she was in probation once again last year, and she saw Cortez when she reported to the probation office.

The victim didn’t tell deputies until earlier this year at the El Paso County Detention Center where she was being held on unrelated charges. The woman told deputies that Cortez came to her home late at night and that he forced himself on her when she opened the door to her home.

According to the arrest affidavit, the woman kept the condom that Cortez used and provided it to investigators. The El Paso Sheriff’s Office said the physical evidence was not compromised because of the length of time it was held.

Cortez is free on bond, and his next court date is set for November 15.
