City Council Found No Wrong Doing Of City Manager

After going through thousands of documents, Pueblo City Council President Ray Aguilera announced Tuesday morning that he found no wrong doing of Pueblo City Manager Jerry Pacheco.

City Council said it became aware of the relationship in September after getting an anonymous letter.

Aguliera said it found no wrong doing in city policy or anything criminal.

Pacheco has been accused of having a relationship with Human Resource Director Marisa Walker.

She was at one time his subordinate, but he removed himself as her superior after TARGET 13 began investigating.

Another issue brought up recently about Pacheco’s performance deals with a court ruling against him and the city, finding there were violations of nepotism.

Pueblo City Councilman-elect Chris Nicoll isn?t happy about Tuesday?s decision. He asked for council to do an independent investigation to clear the air. He is now launching his own website and hotline to get information in unethical behavior in the city.

He said in a statement to TARGET 13 that ?If the majority on Pueblo City Council doesn?t have the will to do the right thing then I will create a way for city employees to come forward with information, without fear of reprisal.?

Puebloethicswatch.org will allow employees and citizens to come forward with any information about unethical behavior, and will allow them to do it anonymously.

Nicoll said any credible information that is collected will be forwarded to the proper authorities.

?These are the kinds of safeguards that should already be in place to allow whistle-blowers to freely come forward with information on unethical conduct and fraud, waste and abuse,? said Nicoll.
