Sources: City Manager Admits To Relationship With HR Director

TARGET 13 has learned through numerous sources that Pueblo City Manager Jerry Pacheco has sent members of council a letter stating the facts about the relationship between him and Marisa Walker, the city’s Human Resource Director.

Unnamed sources said the letter admits to members of council the ongoing relationship between Walker and Pacheco.

Pacheco told TARGET 13 that he wouldn’t comment in anything involving his divorce. “I’ve briefed the city council and the city council knows everything that has been going on since the day after my Blackberry was stolen,” Pacheco said.

Pacheco added that he has the same rights as any other city employee and has due process rights, including privacy rights.

Pueblo City Councilman Leroy Garcia told TARGET 13 he couldn’t reveal the contents of the letter, saying it has to do with what is going to be discussed in executive session Monday night.

Under the law, executive sessions aren’t for public consumption and are done behind closed doors.

“They (city council) have full access to my records and I have nothing to hide from them,” said Pacheco. “They are my bosses,” added Pacheco.

TARGET 13 first told you about the alleged affair between Walker and Pacheco in October.

A review of their relationship was done by City Attorney Tom Florczak. He found no policy violations or anything criminal from hundreds of emails he provided to TARGET 13 after we filed an open records requests.

Florczak said many of the emails provided to TARGET 13 were blacked out because they didn’t deal with city business, or they dealt with personnel issues.

When TARGET 13 asked Pacheco if taxpayers had the right to know about those blacked out records from taxpayer paid technology he said, “The taxpayer elects members of city council to hire the municipal court judge and the city manager and I am told to run the city.”

Pacheco also said that his evaluations are done by city council and “if there are circumstances surrounding my private life that have crossed into the public, they’ll resolve it.”

Pacheco’s wife, Brandy Pacheco-Kimball, told TARGET 13’s Tak Landrock that she found the text messages on his city paid cell phone on September 24, a day after their 11 year anniversary.

She is the one who took the city cell phone to make copies of text messages.

TARGET 13 received copies of the messages on November 4. The messages were sent to us anonymously. Pacheco-Kimball denied sending the anonymous letter to TARGET 13.

She also said she didn’t know who sent the letter to us, but confirmed those were the messages.

The text messages between Pacheco and someone named Go Go 5, Pacheco-Kimball said that’s Walker.

One of the messages from Go Go 5 states, “I did tell my friends I met someone and got seriously F’s before I met them. I am so jealous. I fully described your oral skills and had them hanging on my every word… don’t worry no names.”

Go Go 5 continued with another text to Pacheco, “You know you really are a god in bed. And in other ways. I feel so lucky!!!!”

Pacheco said he never has seen the letter TARGET 13 showed him, but wouldn’t flatly deny those text messages, or state they never happened. Instead, he said it’s an “anonymous letter” that isn’t worth it’s weight in gold since it wasn’t signed by a person.

City Council President Ray Aguilera told Pacheco not to comment to TARGET 13, and is one of his supporters.

TARGET 13 spoke with Aguilera last Wednesday and he said he wouldn’t ask for an internal investigation by an outside source.

Citizens at Monday’s meeting turned in petitions with 340 signatures asking council to do an independent investigation.

Council got out of executive session shortly after midnight and Aguilera said that they wouldn’t discuss what happened. He said,”It was a personnel issue.”
