Second Louisiana Fugitive Captured In Colorado Springs

A second man wanted for escaping from a jail facility in Louisiana is in custody Tuesday night.

Newschannel 13 has learned that Leonard Palmer was taken into custody at about 9:30pm, somewhere on the city’s west side. He reportedly surrendered without incident.

Last night C.S.P.D. – working with federal marshals – arrested the other member of the duo, Charles Mangrum.

Both men had escaped from the West Carroll Parish Detention Center in Epps, Louisiana.

Leonard Parker and Charles Mangrum were discovered missing during a head count over the weekend.

Authorities discovered a breached fence in the rear of the prison.

Mangrum had been doing time for “unlawful carnal knowledge” of a minor. Palmer was serving time for burglary, forgery and a previous escape attempt.

Both men have been incarcerated since 2009.
