Mother of slain toddler asks for harshest penalty for Canon City father
CANON CITY, Colo. (KRDO) -- The mother of a small toddler who was run over by his father last year spoke in a Fremont County court Monday morning and called for Isaac Bullard to face the maximum penalty.
Tamlin Oliver, the mother of 23-month old Jesse Bullard, called on the courts to prosecute his father -- Isaac Bullard -- to the fullest extent of the law.
Bullard was arrested after the death of his son in January 2020. Police say he ran over Jesse and then found his body a little over 10 minutes later when he returned home. Bullard had admitted to taking a "dab" of cannabis concentrate in the morning hours before the accident happened.
On October 21st, Isaac Bullard pleaded guilty to vehicular homicide-reckless driving related to the death of his son as well as a hazardous marijuana extract charge.
According to court documents, Bullard oversaw a 'sophisticated marijuana black market' operation out of his home. When CBI entered the home on the 1000 block of Natalie Street back in January 2020, they found more than $100,000 worth of marijuana product, an elaborate hash oil extraction lab, and 79 marijuana plants. The arrest affidavit claims the plants and lab took up more than half of the living quarters in the home.
Court documents go on to say that CBI found three firearms laying out in the open, and a makeshift bed made out of cardboard for Jesse Bullard.

On Monday, Oliver told the courts Bullard shouldn’t be allowed in the general public again, and says Bullard should live in a cell for the rest of his life.
"Every time I close my eyes I see that truck backing up over my baby," said Oliver during a statement to the courts on Monday. "He should have to see it too.”
A sentencing hearing was originally scheduled for Monday, but it has been continued to February 24th at 1 p.m.
