Proposed 2027 budget projects $465.5M in general fund revenue

COLORADO SPRINGS, Colo. (KRDO) -- Mayor Yemi Mobolade presented the City of Colorado Springs' proposed 2027 Budget to City Council, projecting $465.5 million in general fund revenue.

According to the city, the proposed 2027 general fund is up $38.1 million from 2026. The Mayor says the city's financial situation is improving; however, rising costs continue to drive up city services.

The proposed budget would eliminate the required employee furloughs implemented in 2026 and includes $16.1 million for compensation for civilian and sworn employees, along with staffing support, according to officials.

The budget would also include the following, says the mayor:

  • $1.8 million from the Retail Marijuana Special Tax for police technology and equipment; 
  • $3.9 million from the Retail Marijuana Special Tax and General Fund for fire apparatus replacement; and 
  • $1.4 million for Clean and Safe partnerships that help keep public spaces safe, clean and welcoming.

According to city officials, the proposed budget would also include road, park, trail, public facility and technology maintenance. This would include a citywide crew focused exclusively on pothole repair, supplementing the work already performed by maintenance crews throughout the city.

  • $13.2 million in General Fund capital investment to support City facilities and infrastructure, parks, roads and bridges, and technology. 
  • The General Fund anticipates $270.3 million in sales and use tax revenue and $28.1 million in property tax revenue.

The proposed budget, which continues to use funding sources such as the Public Safety Sales Tax, Retail Marijuana Special Tax, TOPS, grants, and other dedicated revenues, will now await City Council review and consideration.
