Proposed ordinance could ban city-operated ALPR cameras in Colorado Springs, gathering signatures to make April ballot
COLORADO SPRINGS, Colo. (KRDO) -- Starting next week, you might start noticing people gathering signatures around Colorado Springs.
Four proposed ordinances have been filed with the City of Colorado Springs, and their petitions need signatures to make it on April’s municipal election ballot.
One in particular targets "automated location tracking technology," widely recognized by the brand name “Flock.”

According to petition language, this proposed ordinance could amend City Code, prohibiting the City of Colorado Springs from owning, leasing, contracting, or operating automated license plate reader (ALPR) systems and similar technologies.
The Colorado Springs Police Department (CPSD) currently uses a brand of ALPR cameras called “Axon.”
Anita Miller, the committee spokesperson for the four petitions, told KRDO13 she has confidence that CSPD would be able to solve crimes without "impinging on our rights to privacy."
According to the City, each petition must collect at least 24,861 valid signatures from registered Colorado Springs electors.
The City said completed petitions must be submitted by December 7 to potentially qualify for the April 2027 municipal election.
The City Clerk will then review the petitions to determine whether they contain the required number of valid signatures.
If proponents miss the December 7 deadline but otherwise complete the petition process within the permitted 180-day timeframe, the measures would require a special stand-alone election rather than being placed on the April ballot, according to the City.
The other three petitions filed by Miller are related to noise interfering with the quiet enjoyment of property and water use for certain non-residential facilities.
None of the four measures will affect the November 2026 ballot.
